Russian war of aggression against Ukraine: the need for accountability, avoiding impunity

On 9 April 2025, with 100 votes in favour and one against, PACE adopted a resolution prepared by ALDE group leader Iulian Bulai. The resolution outlines the progress made in establishing an international system of accountability for the crimes committed by the Russian aggressor in Ukraine.

The Assembly calls to work without delay towards the establishment of a Special Tribunal for the Crime of Aggression against Ukraine, as well as a Claims Commission to address Ukraine’s losses. The return of prisoners of war and civilians detained by Russia, is another key element of the resolution. Finally, the resolution calls to maintain of international sanctions until a just and lasting peace is established in Ukraine.
