Rapporteur Kravchuk advocates for strengthened youth engagement as PACE adopts rule reforms

On 8 April 2025, PACE adopted a resolution, based on the report prepared by Yevheniia Kravchuk (ALDE-PACE Vice-President, Ukraine), introducing a series of amendments to the Parliamentary Assembly’s Rules of Procedure aimed at modernising its work, promoting inclusivity and enhancing transparency.

Key changes include the introduction of youth rapporteurs to strengthen the youth perspective in the work of the Assembly, new measures to strengthen civil society engagement and a commitment to develop a code of conduct for interest representatives. The Assembly also strengthens the gender balance in the nomination of vice-presidents, clarifies the term limits for committee and subcommittee chairpersons and aligns the term limits for rapporteurs. It also limits the use of the urgent procedure for statutory opinions and updates the rules on Assembly representation on the Venice Commission.

The changes reflect a commitment to adaptability, diversity and openness in parliamentary practice.
