PACE has unanimously adopted a resolution based on a new report by Eerik Kross, focusing on the legal and human rights aspects of the Russian Federation’s aggression against Ukraine. This is the third report in the series of Assembly reports, offering deeper analysis and setting the principles that should underpin any future peace negotiations. The resolution also reaffirms the necessity of establishing a comprehensive system of accountability—one in which a Special Tribunal for the crime of aggression plays a crucial, but not exclusive, role.

Speaking on behalf of the ALDE group in the plenary debate, Stephen Gethins recalled that “Russia has breached the Convention, but also the international norms, as well, and must be held accountable. Russia deliberately targets civilians and first responders. Russia abuses its prisoners. So, for the rules-based system to mean anything, we must look at everybody without fear or favour.”
During the session week, ALDE-PACE joined the calls on member states to move swiftly in making the Special Tribunal fully operational.
